The explanation earlier in this thread is correct. When you task a new image with GeoEye you pay the full $2,500 minimum for 100sq.km. The image remains property of GeoEye, and their contract states that they can, and obviously will, sell copies of the archived image for less (not sure how much). I believe the minimum area does not apply then either.
