It's great that Kelly Johnson had that flexibility (or just ignored the rules) because if something isn't classified it is much easier to work with on a day to day basis and is more likely to survive destruction longer. I have personally exercised the same judgements on data in the past but probably not to the same extent that i see here. By any definition of the legality, many of these photos were at least Top Secret in their day based on the other items I have seen marked to that level regarding this program and then declassified. I am not saying what they did regarding the security was wrong or illegal - they were just very creative and got away with it.....
