Shining ANYTHING into the cockpit of an aircraft could be misinterpreted as an aggressive act and falls into the category of "not a good idea." There has been plenty of arrests and convictions of people shooting LASERs at airplanes, so even though it is NOT a LASER, if a pilot decided to make a report that someone tried to light him up, by the time you fought the fight to show that it was just a 120 lumen SureFire flashlight you are out ten grand and up one felony arrest. Beyond that an IR strobe is easy to find and use;

That with a clip-on IR filter (that was used in "Blackhawk Down" to mark a target for a airstrike) works real well. Even that may be less than optimum as I think I would prefer to stay quiet vs. marking myself as a target.
