If you look closely at the photo of the Cessna 150, you'll see that it in fact has an civil N-number registration.

N51385 is currently registered to Taylor Aviation out of Waynesville MO. There are many civilian aircraft sporting military style markings but were never military.

69-305 was an F-4E that was converted to a G model, then converted to a drone and was written off in 2000. Perhaps whoever owned the Cessna was connected to that jet in some way?

I seem to remember that Trevor Paglen's book said something about some DOD spokesman said ATOP "wasn't one of their programs".
