Most of these drones are busy protecting YOU! That is, of course, unless you're one of the bad guys. If you're afraid of drones, you must not live in the USA. If you are one of the billions of good guys, you can wave at them, but nobody will notice, since the odds that they are looking at you are billions to one. Now, if you are worried about unoccupied aircraft flying in the same airspace as you, the FAA is making that so restrictive that few drones will be airborne in the US. You can be certain that there will never be an armed drone over the US outside of military restricted airspace.
