the liaoning was indeed a former soviet ship named riga (renamed to varyag in 1990), the ukrainians sold the almost completed ship to the chinese some years ago. the ship is one of the two admiral kuznetsov class carriers and was never build for jump jets but for "real" carrier based planes like the mig-29 and su-25 carrier variants and the su-33 (the carrier version of the su-27). the su-33 and it's chinese version j-15 have indeed limited ordnance capacity due to their much lighter construction.
