It was a genuine document, an informal handbook for local use by the Det 3 Security Police and not a formal numbered Air Force Manual (AFM) or Instruction (AFI). Glenn actually tracked down the guy who wrote it, but I don't think he talked to him. The handbook was one of several leaked unclassified documents that appeared around the time of the infamous lawsuit.
