Unless you got an insider source, I'm countering your doubtfulness. If you look at the size of the track, it is pretty large for people just to walk and run around. I could see if it was a perfect oval shape like in most stadiums. This is not the case here. I very well could be wrong...though, if they need to test self-automated driving vehicles they will need a track. It could be dual purpose.
