I do not see they have a meaning to use SCOPE at all.
The HF antenna is probably used just to communicate with other stations who are involved in what operations are conducted there, and perhaps of course, Ground-Air comms for air tests. I doubt they use HF for communicating with Groom and other bases, due to the many VHF/UHF relays making it possible for that type of comms. They may also use the HF like what the USAF do the GHFS system, for a heads up of whats happening, before they make VHF/UHF contact.
I also doubt they have any type of command post, as this would be located at a more senior airfield, probably Edwards or Nellis would be used for this type of operation.
