I am a OHV dealer in Alabama where there is no registration of these vehicles. What we see is a problem with securing a lien when financing(No Title!), proof of ownership, recovery of stolen vehicles(No Database of owners names & addresses).....Alabama and Georgia(No registration also) are the Southeastern hub of stolen ATVs & Dirtbikes. If a obviously stolen vehicle is recovered, the police of sheriff's dept often can't find the rightful owner as there is no where to look up ownership(No Registration!) The local sheriff is a good friend and he told me too often a known felon is caught with a vehicle that is obviously stolen but because they can not find the rightful owner, by law, they have to give it back to the thief!!!! Be glad Nevada enacted this law. Our MotorSports Dealer Assn. here in Alabama has tried to get one enacted here with NO Luck since the early '90s.
