I don't know for certain, but Looking on a older map that I have found, I THINK the area that you refer to appears to be within public land.

Looking at google maps there is another Road a bit further down GLR that turns left that runs parallel into Tikaboo valley that is Road 41. I think that there is a restricted area sign and fence / gate further South ..but I don't think it is manned.
But I have seen Cameos parked near by it.

I don't know about the climbing access..but I am sure it would be an interesting area.I suspect it is possible to climb to some other high vantage points if you couldn't make it all the way to Tikaboo peak.
