Since the earth mound is parallel to the runway, wouldn't common sense say that it's primarily to hide whatever happens there from the view of the JANET passengers? Could it be that it was easier to build the dirt mound than to make the test schedule and the JANET schedule fit. Maybe spoiling the fun of the Tikaboo hikers is only a welcome side-effect.
