If your premise is that there is an immediate need to demonstrate that a UAV can be as large as a B-2, I'd question the premise. There are obviously lots of UAVs out there, built by a number of companies in at least a few different countries. The technology is no longer that cutting edge. Northrop, Boing, and Lockheed all have UAVs of a flying wing design. The only issue would be to scale up one of those designs. I was only an engineer for a couple years, and my field was hydrodynamics, not control systems, but I question whether the technical challenges of scaling up would be so great as to require a program as you propose.
