Perhaps the rumored crash at Boscombe Down in Sept. 1994 had something to do with that. The timing seems appropiate in relation to the SR-71 getting back in the air, since Congress gave the greenlight two weeks later, and ironically on the day it was claimed the hanger was open just enough to see it.
