According to the original document the air field is a new site, not an expansion of an existing field. The original document discussed several locations, and then zeroed in onthe Cedar Gate area.

I looked for signs of activity in the area recently, from both sides of Cedar Pass, but was unable to see anything. Could be a nice project for your optical toys, if you follow my drift. From the ridge south of the road about a mile past Stinking Spring you get a pretty good view of the area west of Cedar Pass. Easier accessible, the hill near the TTR main gate. But further away, and lower angle.
