Stealing the road all the way to the Hwy seems unlikely. They would have to take a huge chunk of Tikaboo Valley with it. There are several side roads that you can take to get to GL Rd. at a later point. Like Mailbox Road and a few others.

Personally I think the scenario that GL Rd. may be paved in the near future (expcting more traffic in and out of Groom) is the most likely one. The same happened with Cedar Gate Road in the north. GL Rd. is clearly the best access to Area 51 and the Ranges for traffic coming from the Utah side. Traffic from Vegas (Nellis AFB) could just as well take the Mercury Hwy. through the NTS.

Of course there is always the chance that someone was just curious about how many contractors go in and out each day...
