Speculate? Sure, for what it's worth. One possibility is they are going to pave the road, and the study is part of the EIS. There is the view that paved roads in the wilderness are not natural, so you need to justify the use of the road to show the need for the evil blacktop.

The second speculation is they are trying to steal the road. There much be a log file of how many official vehicle use GLR to enter the base, so the difference between the counter and the official list is the number of tourists, possibly "evil doers", that need to be restrained from getting too close.

The third possibility is they are going to greatly expand the base and need a good all-weather road. I've seen construction bids jacked up to cover the cost of "less than optimal" transportation to cover slow travel time and wear of vehicles.
