I thought they meant the usual guy on the ground with the laser. Rereading it, I think you are right. It would be something like the Predator "pilot" running some laser on the UAV illuminating the target. On a side note, fighter planes must have laser detection hardware on them. A guy at one of the local electronics surplus shops aimed a helium laser at a fighter flying near his house when he was a teenager. [In Lompac, which is near Vandenberg.] The plane went into evasive manuvers, and this guy went into the house and hid. Sure enough, the military came a knockin' on his door. Don't ask me house they knew which house.
