I think you mean the Greenpeace workers that trespassed in protest of the Nevada Test Site in April of '83. They did in fact reach Papoose Dry Lake. And yes, they reported seeing nothing out of the ordinary there. They also reported no heavy security presence. In March of '84 the USAF officially commissioned the 'Cammo Dudes' to patrol the borders east and west of Groom Lake. Whether that was a direct result of the protestors from the year prior, I have no idea.
