If I were a shrewed business person, this is what i'd do. The cost of the images is mostly on getting the satellite in the right position to take the shots. If I had an "order" for some plot of land to be imaged, i'd shoot two copies. One for the customer, the other to sell on my website. That way, I cannot be accused of selling "your" images.
In reality, I own all of the images and I can do whatever I want to with them, regardless of who originally paid for the service.
