The only F-35s that are flying are test birds. No F-35 will take part in a Red Flag until they are at least flying at Nellis as part of the 422 Test and Evaluation Sq that will develop the tactics on how to employ them. It's probably more likely they won't participate until they are operational with someone--I think the Marines are now first in line for that.
