i lean towards the simple - i think it is simply a comm tower for use with UAS/UAV test articles. during early test phases for these systems the comm is usually line of sight rather than via sat relay. since groom is in a valley you need a tall tower to maximize your line of sight range. not as exotic an idea as your idea uncle aina but this use shouldn't be overlooked. a better place to put the UAS/UAV comm antenna would be on the range tracking site on the mountain top to the SW of the main base area but there may be line length and timing issues during the test phase that mean the antenna needs to be fairly close to the control "box".
