Perhaps he's thinking of how they "display" aircraft in museums.......They jack up the plane, then a jack-stand is placed under the gear strut(s)....This takes the weight off the tires......

These planes are not cocooned.....(How you see A/C at DMAFB/Az)........I'm assuming that for the moment they can be placed into service fairly quickly, if needed...............
