Them building a Janet hangar shows that A51 is looking out financially at its future. Knowing that defense budget cuts are coming in the very near future, they are building and becoming more efficient while they can. The expense it must cost to fly those planes out to Atlanta and have them serviced is costly no doubt. Just think of the fuel cost.

The other side that needs to be considered this that these planes should be kept under the "radar". Having them in Atlanta allows them to prying eyes and further inquiry. For personnel that dont know how to handle sensitive information, it can be a daunting task. I am not saying that these planes possess classified technology, but they are a link to an installation that supposedly doesnt exist or moreless, the government doesnt want you questioning.
