I hadn't heard the leged about the old fisherman and his dogs, but the name "Barking Sands" most likely refers to the phenomena of "singing sands" aka "Barking sands", where sands of a certain silica/humidity content will make a whistling or barking sound under certain wind conditions. I've driven out to the Barking Sands facility in Kauai during vacation visits: not a whole lot of other reasons to drive out to the western (leeward) side of kauai but the guards were polite enough. ;)
