I think what John McCain wants is the mandatory "buy America" clause removed from the contracts. What would happen in reality is the American product would be bought anyway most of the time, but the purchase/lease price would be lower because there is perceived competition. There are a few cases where this didn't happen when the "buy American" clause was removed, with the near billion dollar robotic arm in the ISS a prime example. I'm sure the US got lots of subcontracts in that deal. There are hidden costs to using the AirBus for tankers. For instance, use will probably need special equipment on the ground to maintain time.
