I finally had a chance to look at the GE image in question. While it is a pretty cool effect, I believe there may be a very mundane explanation: Some people use "image stacking" to enhance the clarity of Tikaboo panoramas. By overlaying several photos of the same area random noise, such as atmospheric distortions etc., is greatly reduced. Paul Wilson's 2008 Tikaboo Panorama is an impressive example of this technique.

I have not played with it too much, but in one of my experiments I produced a "convoy" on the road west of the base, consisting of one moving truck. I believe that is what we are seeing here. It would also explain why the aircraft is not as clear as the rest of the image.
