It is a repeater. The guy hitting the PTT (push-to-talk) button probably doesn't see the input frequency, but he/she talks on the input and everyone else listens on the output They may also talk on the output frequency as well (aka talk around or direct). Often this is done for privacy. Or they talk on the input pair without the CTCSS on.

The "radio guy" usually sets up the radio so the user doesn't have a clue at to the frequency, duplex or simplex, CTCSS, etc., so the information doesn't leak out.

Let's just say more than one radio system has been analyzed when a vehicle needed to go to the shop for repairs. (heh heh heh)
