Actually lighter-than-air recon vehicles were the blackest of the black projects pre-U-2 and satellites. The CIA/USAF did extensive work in developing balloons that could float all the way to the USSR. In the last few decades tethered balloons were used for platforms to see waaaaay over the horizon. We kept tabs on Cuba from a recon balloon tethered in the Florida keys for many years. A UAV balloon would be a great way to loiter over an area in good weather. It would be high enough to not be seen, pretty close to being extremely stealthly, and could carry a good payload. Probably already in service somewhere.
