The local police use such a system to track the rat-pack (the transmitter the banks put in the money bag when they are robbed). I've monitored these tracking events and they have major difficult when just tracking a car. I think a plane would be much more difficult.

If you look at the police squad cars and see either 3 or 4 identical antennas on the roof, they probably have a rat-pack detector on board. [The rat-packs are around 219 Mhz) The federal government through the FBI provides funding for these systems.

I have the two-antenna version of this hardware (the most basic version of this kind of system), which you can pick up pretty cheap in kit form (about $20). I've seen the 8 antenna version for about $200 at ham flea markets.
