Generally, you hunt transmitters with directional antennas. Now there is equipment that can locate a transmitter when it is keyed by timing the signal, i.e. it hits a certain site at a certain time. The FCC uses this type of equipment in Los Angeles. This type of system is confused less by ghosts because it is based on the initial edge of the start of transmission. Further, they track the frequency versus time of the transmitter, which creates a unique signature for each transmitter. [This is to tag a transmitter that has been jamming.]
