Travis has 3 Tacamos on the ground the few times I've bothered to drive to the base where there wasn't an airshow. [It's a long drive just to watch military cargo planes, though I was there trying to figure out their trunk radio system. If you have a Tacamo nearby, you can hear EAMs on UHF mil air. I haven't personally been so lucky, but have read this reported on the milcom group. You would need a dedicated scanner bandscanning UHF air, and probably would require two scanners running in opposite directions to catch the EAM since the band is large and the transmission is generally very short.
