The linked report said the aircraft was a B707 converted to an aerial refueler. Operated by Omega Air. 3 souls all escaped with minor injuries. Aircraft came down near and came to rest on the beach.

Navy uses these in lieu of organic assets for training exercises and long-haul movements.
