During the above ground nuclear tests General Dynamics RB-57Fs were used for high altitude air sampling. Perhaps some U2s could be outfitted to monitor if any radioactivity is headed our way. High altitude air sampling was their offical mission, but with a service ceiling in excess of 80k ft I wonder if the RB-57Fs wern't also used for Russian overflights.
