From what I've read/heard they are basically out there to "teach" the Predators/Reapers/RQ170/Whatever-else-they-have-at-Creech-that-we-don't-know-about how to spot the planes.
You'd think they could just load wire-frame images into the computer, but they went through all the hassle of building those mock-ups -- so maybe the system is using sensors that can't learn from a computerized image? Something that actually needs to reach out and "touch" a 3D shape to "learn." Maybe a sonar or synthetic aperature radar array? That's ABSOLUTE SPECULATION ...
but it at least makes sense.
