According to Ben Rich, which was the thermodynamic pro on the Blackbirds, he stated in his book on the Skunk Works, that it cost $1 million to develop this heat resistance ceramic paint. Lockheed also developed the ceramic heat sheild tiles used on the Space Shuttle. As for corrogations and indentation contributing to low RCS, there are two patents for this, one from 1946(!) and the other from the 80s.
