It's part of the Dynamic Coherent Measurement System (DYCOMS) used for in-flight RCS measurement. Vehicles from every major US stealth program have visited the facility to use the DYCOMS system. DYCOMS has been around since at least the early 80s, and in the last few years went though some upgrades - including this tower.
