What kind of Culture change did the base go through when USAF took over as official landlord? It seems that a lot of the base was not up to CFR spec, and USAF had to do a lot of rebuilding, just to bring it up to code. Or was all that just smoke and mirrors and like The Who's song says "...same as the old boss", no real ownership change occurred.
