The relsease states they are going to use them against F22 pilots who currently are just fighting one and other. In all they want the F22's to take on a number of aggressor aircraft at the same time to improve pilot skills.

T-38's are expected to remain in service until 2020, NASA may not need as many at the moment but certainly the F35 program will need them over the next 9 years not only to train pilots but to act as aggressors also.
