They had a craft in the X-37B class - the BOR-4, which was launched on a series of orbital flights, although it was a testbed for the Buran heat shield rather than an operational vehicle. They could well use that, or the Uragan as the basis for something new - Uragan was a supposed manned vehicle launched by a Zenit to intercept military shuttle missions from Vandenberg. It was never known to be flown.
