I don't think this document would necessarily apply to military facilities. Mainly because it's from the FPS...Federal Protective Service...which provides security for federal office buildings and such. They don't provide security for military installations...the military can do that for themselves.

I would think *technically* the signs on Groom Lake road at the border would make any photography illegal (at least the Air Force would have a case), but obviously since dozens of photos have been published, the Air Force isn't too worried about what might be seen, and certainly wouldn't want the publicity a trial would bring.
