That particular SOP was specific to The U.S. Army Field Office Test Force at Groom Lake and involved the movement of test articles (weapons). The manual was written in 1988 so it may have been a reference to the Army version of the Northrop Tri-Service Standoff Attack Missile ("Killer Whale"). Development of the TSSAM began in 1986 but its existence was classified until 1991.
