They could be used for anything, but with a 60 mile range (if you've got line-of-sight) a common application might be ground-based communication with flight avionics or land nav. For example, I've seen them used to talk to inertial measurement units (IMUs) or an inertial navigation system (INS). They even could be for directly controlling a UAV, but my guess is they're not using it for that.

Most often they're used for collecting data, rather than transmitting it, but they work both ways. The shape of the dish (flat) suggests that communication is probably 2-ways.
