Yes it is illegal to give tours without a license or permit. I looked into getting a license and permit to give tours, but it was a lot of work. It could easily be a full time job. The market is out there and they are willing to pay. There are a few other professional companies that give tours for about $200 a person. I have a clean record and a really good job. I never went into it looking to make money, I was just enjoying the experiences with individuals from all over the world. It gave me a great chance to get out to the area on the weekends. I did handful of tours (free of charge) over a two year period. I never charged for the tours. I used it as a chance to go out to the Range. A lot of the time my family came as well. We made a day out of it. I did it to take pictures and enjoy the surrounding area. It would be real easy to start up a business if a person had the time!
