I imagine there is a definite CIA presence out at Groom. I am sure they are working on various projects dealing with spying. If spying is involved, you can count on the CIA being there. I think the CIA is more involved at the Nevada Test Site since Homeland Security is so heavily involved in the Test Site. Spy stuff is good stuff and I am sure Groom is involved in the next generation of spy UAVs. This is a little off but if you search the usual sites, you will find photos of a Predator Drone directly overhead some photographers of the recent MAFEX. The interesting thing about the photos, they clearly show the Predator was armed with a single hellfire under it's wing. I am imagining it was inert, but maybe it was "live". Scary stuff!
