I completely agree that there is a big "hole" in their publicly-disclosed capabilities for signals gathering for low power stuff. It's obvious that they have been using locally-deployed devices for these signals but it greatly limits range and enables detection. They must have something up above the clouds but below space...but nobody has spotted anything over the past 10 years?

The antenna length on this new bird is facinating. I'm no RF person, but don't you size your antenna based upon the frequency of the signal you're trying to grab? Does a > 300 ft antenna tell us anything about what they're doing?
