I think one clue might point to why Base Camp was established in the first place. It was created as they had hoped to move the Nevada Test Site and atomic tests further away from Las Vegas and Howard Hughes who was complaining that it might interfere with tourism.
So the one megaton atomic blast at Project Faultless was done as a test of the area's geology on January 19, 1968. The test was a disaster as it created a huge cavern and radiation began leaking into the underground water supply. They have been drilling extra monitoring wells in the area and remote sensing equipment has been installed.
So, my guess, is that these were 'experts' who came in to check the instruments and other monitoring activities for the radiation problem at Project Faultless to the east of Base Camp.
