Well I suppose the LEMV is now a White Project which might suggest the Hanger is intended for the next generation of something similar, instead of a spy platform, a weapons platform might be in the planning.

Maybe the Skunk Works Walrus programme or Son of P-179 (this might explain the width of the Hanger) has moved on and got some Govt. budget to fully develop it. Everyone can see the testing at Palmdale so The Area is ideal, Lockheed test pilots would do the honours on test flights before handing it over to the USAF/Army.
