If it wasn't our government that launched it.... How about a "practice" EMP attack launch by another country (China, N Korea, Iran, etc) from a ship off the coast? Many speculate that launching from a ship would be the easiest way to initiate an EMP attack on the US from the Gulf, Pacific, or Atlantic. Don't bother asking our government since they prefer to keep their head buried in the sand regarding this threat.
