Take the seconds (39.86 in your example), divide by 60, add the minutes (51) and divide by 60 again and add the degrees (34). Voila, there's your decimal degrees: 34.861072. Same goes for the longitude. North and east are positive, south and west negative. I hope that helps. BTW: In many programs, such as Google Earth, you can just switch the coordinates to whatever format you need in the Options or Settings.
